We are pleased to invite you to participate in the Workshop on the European AI Foundation Models, to be held on Monday, 8 December 2025, from 09:30 to 15:45 (CET), at the Representation of the State of North Rhine-Westphalia to the EU (Rue Montoyer 47, Brussels).
The workshop is organised by the European Commission (DG ENER B.4 – Digitalisation, Competitiveness & Technology), with the support of Testing and Experimentation Facilities (TEF) and AI Factory representatives (RWTH Aachen/Fraunhofer FIT, INESC TEC and NTUA).
Over the past months, the European Commission has convened a series of workshops under the TEF initiative to explore AI foundation models in energy.
The September workshops examined the potential and challenges of applying foundation models to the energy system, highlighting their promise for grid forecasting and operation while identifying key barriers such as data availability, regulatory uncertainty, and skills gaps.
The October workshop focused on identifying concrete technical and organisational solutions for the development, testing, validation, and deployment of AI solutions in the power system, stressing the need for secure data-sharing frameworks, interoperability standards, and access to sufficient computing capacity.
Both discussions converged on a clear call for action: to connect data owners, AI developers, and computing infrastructures under a coordinated European framework capable of driving joint development of trustworthy and high-impact AI solutions for the energy sector.
In response to this call, the Commission received a concrete proposal — the Plan 4 EU AI, annexed to the invitation, developed by RWTH Aachen, INESC TEC, and NTUA — setting out a practical roadmap for a European AI Foundation Model for electricity grids. This workshop continues the process with this proposal as basis for discussion.
By bringing together transmission and distribution system operators, research organisations, AI developers and European associations, the workshop will:
Identify key use cases and modelling priorities for grid-related AI foundation models (“quick wins”);
Agree on principles for data and model sharing between operators, developers and AI factories; and
Discuss next steps, including the launch of a Coalition of the Willing to drive early collaboration and long-term governance options at EU level.
